It's called the Think Break. One of many jungle/drum and bass breakbeat samples. Here's another very popular example - the Amen Break. There's loads of other classic sampled breakbeats like: The Apache Break (seen on this track that was posted here yesterday) The Worm (I can only think of its usage in Squarepusher's "My Red Hot Car"

Another good one is the pack that Toneden.io gave out. its a bass house sample pack from Jameston Thieves. Not sure where to find it if they stopped giving it away though. Let me know if you need any others.
Yep, sample packs are very popular! FL Studio even comes with a big library of (mediocre) drum samples, located in the browser (bar on the left) under Packs>Drums. Drum synthesis is considered an advanced technique that usually only experienced producers bother with, so it's no doubt you're having trouble with it.
