For the drainage tunnel, it’s not plasma cutter, it’s cutting torch that give you the ability to go via the drainage tunnel. If you don’t have it unlocked, during gather intel go there where drainage tunnel is, after that “cutting torch” prep will be unlocked. Don’t do demolition charges prep at all after that.
